Philadelphia, like many other cities, is struggling to keep up with trash collection, amid the COVID-19 pandemic. With more people at home, the volume of waste has increased in residential neighborhoods.
With a backlog of pickups in some neighborhoods, the city had to mix refuse and recycling, which went to landfills or waste-to-steam facilities to be incinerated.
One hundred and twenty temporary workers are being hired to manage the increase.
